Infrastructure Build Out Program

Calling for Expressions of Interest to the Infrastructure Build Out Program.

The Infrastructure Build Out Program (Build Out) is a $31 million, one-year competitive grant program supporting research and innovation infrastructure proposals for shared facilities, equipment and technical expertise and initiatives, aligned to the 20-Year R&D Roadmap and the NSW Industry Development Framework.

Build Out is part of the Innovation Research Acceleration Program (IRAP) under the Future Economy Fund. IRAP delivers a series of infrastructure support grants to enable the delivery of, and equitable access to, necessary research and innovation infrastructure.

The objective of Build Out is to increase both the scale and excellence of research and innovation in NSW by supporting openly accessible research and innovation infrastructure in NSW.

Applicants can seek funding between $500,000 to $10 million to deliver initiatives that build and support new, shared research and innovation infrastructure including pilot or scale-up facilities or builds on and supports existing shared research and innovation infrastructure in NSW. Infrastructure must be open access to both public and private technology developers and researchers and support collaborative R&D and innovation.

Successful applicants who accept the offer of a grant will be required to enter into a formal Deed of Agreement with the Department of Enterprise, Investment and Trade relating to the grant. A copy of the Deed of Agreement can be found here.

Build Out has two funding streams:

  • The Quantum Technologies Funding Stream providing $10 million to support shared facilities, equipment and technical expertise and initiatives that would underpin quantum technologies, as part of the NSW Government’s Quantum Technologies Action Plan being developed under the 20-Year R&D Roadmap.
  • The General Funding Stream providing $21 million to support shared facilities, equipment and technical expertise and initiatives which align to the themes identified in the 20-Year R&D Roadmap and which support or enable one of the priority industries, technologies or focus precincts listed in the NSW Industry Development Framework, as below.

Build Out is a two-step process:

  1. Expression of Interest (EOI) stage – the Infrastructure Assessment Panel will assess eligible EOIs against the EOI assessment criteria and determine which applicants are invited to submit a Detailed Application.
  1. Detailed Application stage (invite only) – the Infrastructure Assessment Panel will assess Detailed Applications against the Detailed Application assessment criteria and make recommendations about which proposals to fund, the quantum of funds and any funding conditions.
